Then yes your spot is under threat by this Navigational Bylaw change.  Definition of an estuary - A
partially enclosed coastal body of water that is either permanently or periodically open to the sea, in
which the aquatic ecosystem is affected by the physical and chemical characteristics of both runoff from
the land and inflow from the sea.
What about the rest of New Zealand?
 
Once one region has set a precedent it is much easier for the rest of New Zealand to follow this
standard.  Northland is the first of the regions to try implement this change, lets stop it from affecting
kiting throughout New Zealand.  Please fill out a submission now - here is an example, so all the hard
